The effects of the enforcement legislation in the Finnish occupational safety and health inspectorate
The goals of this quantitative and qualitative study were to explore the four following questions: (1) what kinds of views do OSH inspectors have on the application and function of the Enforcement Act, (2) how do the OSH inspectors define the effectiveness of OSH enforcement, (3) how effective are the enforcement practices, and (4) how can the effectiveness of OSH enforcement be improved. In Finland the Ministry of Social Affairs and Health oversees the activities of the OSH divisions, which operate in the Regional State Administrative Agencies. A total of 229 inspectors responded to the questionnaire;...
Evaluation of the effectiveness of occupational injury prevention programs at the company level
The objective was to evaluate the effectiveness of an occupational injury prevention program, known as the Preferential Action Plan (PAP), focused on companies with high incidence rates of occupational injuries. We studied 1189 companies in the industrial, construction and services sectors between 1999 and 2007 in the Valencia region (Spain). Our sample included 507,262 workers, among whom 44,250 non-fatal occupational injuries with at least a workday lost were registered. Companies included in a PAP program were divided into three intervention groups, according to the year that each company entered...

Pre-conditioning for success: Characteristics and factors ensuring a safe build for the Olympic Park
This research has looked to identify factors which have contributed to the London 2012 Olympic Park being delivered on time, on budget and with an exemplary health and safety record. How to Energize Your Safety Inspection Process
Are your safety inspections becoming routine? If something is lacking in your safety inspection process, maybe one of these suggestions from Milliken & Co., a two-time America's Safest Company, can help energize employees and improve the process. New Zealand mining disaster: Sweeping away of old laws left industry "in limbo"
New laws to improve worker participation in health and safety matters and toughen up directors' duties should be given early attention, according to an official report into the Pike River mining tragedy in New Zealand two years ago. The Pike River coal mine, which lies on the west coast of the South Island, exploded on 19 November 2010, due to the ignition of a large volume of methane gas. Twenty-nine men underground died immediately, or soon afterwards, either from the blast or from the toxic atmosphere. Over the next nine days the mine exploded three more times before it was sealed. The Royal...
Accident investigation: from searching direct causes to finding in-depth causes
Problem of analysis or/and of analyst? "Current operating feedback systems in industry show some limits since, in numerous industrial companies, the numbers of events do not decrease anymore and similar events seem to recur. Our assumption is that weaknesses come mainly from analysis methodology used. After a description of analysis methodology history, we focus on interest of applying an organisational analysis of events, familiar to scholars but not yet applied in industry, and we describe its main characteristics after defining what we mean by “organisation”. Then we highlight...

Age related changes and safety critical work: Identification of tools and a review of the literature
The removal of a compulsory retirement age may have implications for health and safety at work, and as such is a cross-cutting issue for HSE. HSE is concerned that some workers may continue to perform tasks with deteriorating performance. This may be a particular issue in safety critical and major hazard industries, and could potentially lead to an increase in the risk of major incidents or injury. More generally, dutyholders may also be finding it difficult to judge whether workers have the functional capacity to work to the required level of safe performance. This piece of work has aimed to assess...
